Market and System Operations 
New Customer Energy Summary to be Published Ahead of Schedule in Release 27.1 for IESO IT System Changes
 
The rollout date for the new Customer Energy Summary (CES) Report for wholesale electricity customers has been advanced to April 25 in the Final Release Plan for IESO IT Systems, Release 27.1 (http://www.ieso.ca/imoweb/pubs/it/it_FinalReleasePlan271.pdf). IESO wholesale customers will receive the first confidential monthly CES Report on May 15.
 
Other previously announced changes to IESO systems will proceed in June as scheduled, including:
- a corrected automated calculation of the Real-Time Generation Cost Guarantee (RT-GCG)
- a modified settlements calculation for the Generator Withdrawal Charge (GWC)
- a revised Day-Ahead Adequacy (DAAdequacy) report using the same generation types found in the Generator Output and Capability (GenOutputCapability) report, and
- a modified online form for Transmission Service Charges for Embedded Generation that allows local distribution companies to submit a value of $0.

Ontario Reliability Compliance Program Posts 2011 Schedule Changes
 
Changes to the Ontario Reliability Compliance Program (ORCP) schedule for 2011 are available. May 31, 2012 is the new deadline to certify compliance with the following six North American Electricity Reliability Corporation (NERC) standards:
- EOP-009 - Documentation of Blackstart Generating Unit Test Results - Form 1532
- NUC-001 - Nuclear Plant Interface Coordination - Form 1704
- PRC-004 - Analysis and Mitigation of Transmission and Generation Protection System - Form 1522 and Form 1523
- TOP-002 - Normal Operations Planning - Form 1643
- VAR-002 - Generation Operation for Maintaining Network Voltage Schedules - Form 1571
 
The schedule can be found at: http://www.ieso.ca/imoweb/ircp/ircp_templatesSchedule-2011.asp. The ORCP forms linked on the schedule are provided for information purposes. To certify compliance, market participants should use the Reliability Compliance Tool accessed via the IESO Portal.
 
The ORCP is used by the IESO to monitor, assess and enforce compliance with reliability standards in Ontario. For more information see: http://www.ieso.ca/orcp.
 

NERC Reliability Standard Available for Review
 
The North American Electric Reliability Corporation (NERC) Reliability Standard PRC-005-1b - Transmission and Generation Protection System Maintenance and Testing is available for review. This is intended to ensure that protection systems affecting the reliability of the Bulk Electricity System are maintained and tested. The deadline is May 8, 2012 to apply to the Ontario Energy Board (OEB) for a review of the standard.
 
The standard has been posted on the OEB Remand Process page on the IESO's website: http://www.ieso.ca/imoweb/ircp/reliabilityStandards-OEB_Remand.asp.
 
 
Metering and Settlements
Price Bias Adjustment Factors Now on Website for June to November
 
The price bias adjustment factors used to calculate day-ahead and real-time intertie transaction failure charges have been updated. They are available at: http://www.ieso.ca/imoweb/settlement/se-itf.asp.
 
The new factors apply from June to November, 2012. Failure charges are applied when market participants do not have bona fide and legitimate reasons for not successfully completing import or export transactions, either individually or as part of a linked wheel transaction.

Reminder: IESO Training Courses Take Place May 15 to 17
 
The IESO's public training courses on the Ontario electricity market are scheduled to take place from May 15 to 17 at the Crowne Plaza Toronto Airport. Three day-long workshops are being offered:
- Introduction to Ontario's Physical Markets
- Interjurisdictional Energy Trading
- Commercial Reconciliation

Planned IT Outages
On Friday, April 20, from 7:50 to 9:09 a.m. EST, market participants will not be able to submit bids or offers, schedules or forecasts through Workspace. Bids and offers should be confirmed when the outage is completed. Reports via the IESO Reports Site and System Status Reports (SSRs) will also be delayed during this outage.
 
Outages are planned to Message Exchange from 8:34 to 9:15 a.m. EST on Friday, April 20 and from 12:15 to 12:45 p.m. EST on Wednesday, April 25. During these outages, the IESO will manually dispatch by phone as necessary since automated dispatch instructions will not be available. Pre-dispatch and dispatch schedules and prices may not be updated during this time and administrative pricing will be used.
 
The IESO's Planned IT System Outages web page provides an easy way to view all planned outages: http://www.ieso.ca/it.outages. The page is updated frequently and planned outages are posted as soon as they are finalized.
