Management Team

Paul Murphy, President and Chief Executive Officer

Mr. Murphy is President and Chief Executive Officer of the Independent Electricity System Operator. Under Mr. Murphy, Ontario's IESO is responsible for overseeing the safe and reliable operation of Ontario's bulk electrical system - one of the most diversified, reliable and efficient in the world. The organization also oversees the IESO-administered wholesale electricity markets.

Previously, as Chief Operating Officer, Mr. Murphy led the IESO through the opening of the market and the recovery from the 2003 blackout. He has worked in the operation and planning of Ontario’s electrical system for over 30 years and in the development of competitive markets for the last ten.

Mr. Murphy frequently represents the IESO and other independent system operators on multi‐jurisdictional committees providing strategic and policy advice on reliability and cyber security matters. During 2008, Mr. Murphy chaired the Ontario Smart Grid Forum, an industry initiative aimed at enabling Ontario’s future electricity system.

Mr. Murphy has a Bachelor of Applied Science from Queen’s University in Kingston, Ontario and is a registered Professional Engineer in Ontario.

 

Bruce Campbell, Vice-President - Resource Integration

Mr. Campbell holds the position of Vice-President - Resource Integration. The primary focus of this unit is planning for tomorrow’s power system including the assessment of transmission and generation adequacy. The Resource Integration business unit is also responsible for the analysis and development of the IESO-administered markets.

Mr. Campbell has extensive background within the electricity industry, having acted as legal counsel in planning, facility approval and rate proceedings throughout his 26-year career in private practice. He joined the IESO in June 2000 and prior to assuming his current position in July 2009, held the positions of Vice-President, Corporate Relations and Market Development and Vice-President, Corporate and Legal Affairs.

Mr. Campbell has contributed as a member of several Boards, and is a Vice-Chair of the Northeast Power Coordinating Council, Inc. and a member of the NPCC Board’s Audit Committee. He is a graduate of the University of Waterloo and Osgoode Hall Law School.

 

Ken Kozlik, Vice-President - Operations

Mr. Kozlik is Vice-President - Operations (formerly Market and Systems Operations) and Chief Operating Officer. In this role since January 2008, Mr. Kozlik is responsible for managing the operation of Ontario’s competitive wholesale electricity market and for directing the operation of the IESO-controlled grid.

Mr. Kozlik is a 30-year veteran of the electricity industry, with experiences ranging from the very technical aspects of managing the power system to the challenges of designing and operating Ontario’s electricity market. In 2004, Mr. Kozlik assisted the Ministry of Energy in their initial electricity procurement process, which led to contracts being signed for the construction of renewable generators, gas-fired facilities and demand-response projects.

Mr. Kozlik graduated from Queen’s University in Kingston with a degree in Electrical Engineering.

 

Ted Leonard, Vice-President - Finance

Mr. Leonard is Vice-President - Finance, Chief Financial Officer and Treasurer.  He is responsible for all financial management aspects of the organization including both corporate and market accounting.  

Mr. Leonard is a 13-year veteran of the electricity industry and has been with the IESO from its formation in 1999. Previously he held the positions of Director - Finance, Corporate Controller and Manager - Financial Systems and Support.

Mr. Leonard is a Chartered Accountant. Prior to joining the IESO, he worked in public accounting at Ernst & Young LLP in Toronto.  Mr. Leonard is a graduate of Laurentian University (B. Com.).

 

Bill Limbrick, Vice-President - Organizational Development

Mr. Limbrick is Vice-President - Organizational Development and Chief Information Officer. Under Mr. Limbrick, the Organizational Development business unit is responsible for information technology; security and infrastructure; business process engineering; and human resources.

Prior to joining the IESO as Vice-President of Information Technology and Infrastructure in 2001, Mr. Limbrick was with PricewaterhouseCoopers (PwC) where, as a Principal Consultant, he worked with the IESO over a three-year period on the program to introduce the new IESO-administered market. In his eight years with PwC, Mr. Limbrick worked in several industries within the utilities sector and was a program manager in the 1998 expansion of the competitive electricity market in the UK. Previously, Mr. Limbrick had a long career with Sun Life Assurance (UK) where he held a number of management positions in information technology.

Mr. Limbrick holds a degree in Mathematical Economics from the University of Essex.

 

Terry Young, Vice-President, Corporate Relations

Mr. Young is Vice-President - Corporate Relations, responsible for managing many of the IESO’s external relationships. His accountabilities include government and regulatory affairs, customer relations, communications, marketplace training and stakeholder engagement.

A well-known spokesperson in the electricity industry, Mr. Young started his career as a journalist with Canadian Press-Broadcast News before joining the energy industry with Ontario Hydro. He has worked as a communications consultant in the private sector and served as Director of Public Affairs with Hydro One.

Mr. Young has been with the IESO for the past seven years.

 

Don Tench, Director - Market Assessment and Compliance

Mr. Tench is Director of the Market Assessment and Compliance Division (MACD). Under Mr. Tench, MACD monitors the Ontario wholesale electricity market for anomalous outcomes, investigates and imposes remedies and sanctions for breaches of the market rules and supports the work of the Ontario Energy Board's Market Surveillance Panel in its review of abuse of market power, gaming or flaws in market design. Mr. Tench is also responsible for managing the Ontario Smart Grid Forum.

He served as Director of Market Evolution where he was responsible for the development of Ontario’s electricity market and associated market rules for the benefit of Ontario electricity consumers. Prior to this, he was Director of Planning and Assessments.

Mr. Tench has 28 years experience in the Ontario electricity sector including a recent secondment as special advisor to the Ministry of Energy of the Ontario Government. He is a member of the Registered Professional Engineers of Ontario.

Mr. Tench is a member of the Board of Directors of the North American Energy Standards Board (NAESB), Industry Advisory Board of the Consortium for Electric Reliability Technology Solutions (CERTS), and Energy Intermarket Surveillance Group (EISG).

 

Roy Stewart, General Counsel and Corporate Secretary

Mr. Stewart has been IESO’s General Counsel since October 2000. A graduate of Dalhousie Law School in 1984, Mr. Stewart began practicing law in Ontario in 1986 with Fraser & Beatty, now Fraser Milner Casgain, LLP, and was a partner in the firm’s Financial Services Group for the last eight years at the firm. Mr. Stewart is also the IESO’s Corporate Secretary and in that capacity assists the IESO Board in fulfilling its governance mandate.
