Market Evolution

As part of Market Evolution, the IESO:

• initiates and analyses changes to the Ontario electricity market design in the medium to long term;
• looks at the potential evolution of the electricity market at both the macro and micro-levels;
• examines and articulates the high level policy objectives that the Ontario electricity market is to achieve; and
• indicates how changes to the market will translate into market rules, market manuals and technical interfaces at the operations level.

In order to provide meaningful analyses and recommendations, the IESO consults with market participants and other industry stakeholders to obtain their input and feedback regarding the evolution of the Ontario wholesale electricity market. The IESO will also utilise internal and external resources and expertise as well as the experience of neighbouring jurisdictions.

As part of its market evolution initiatives, the IESO has undertaken several initiatives in the area of demand response (DR). This page outlines the history of activities regarding demand response initiatives and includes documents prepared by the IESO as well as stakeholder feedback.

The Market Evolution Program (MEP) is based on the initiatives outlined in the IESO 2003-2005 Business Plan. These initiatives were derived with stakeholder input, which included the activities of the Market Advisory Council (MAC) and feedback on the Straw-Plan for the Evolution of Ontario Market Design. An integral part of the Market Evolution Program’s mandate is the continued solicitation and consideration of stakeholder input.

The Market Evolution Program consists of two phases:

• Phase 1: feasiblity assessment, during which time a decision will be made on the viability of the initiatives and what form they should take. The Phase 1 Consultation Plan outlines the methods and timelines for consultation during the feasibility assessment.
• Phase 2: design and implementation planning.
