High voltage revenue metering (SE-56)
A market participant has been working with the IESO on a proposal to reduce the costs of upgrading revenue metering installations to meet the existing Chapter 6 wholesale metering requirements. Such upgrading is triggered under the market rules by the seal expiry of elements within the metering installations. Some metering installations are in locations making it challenging and expensive to install compliant metering equipment.
This proposal, if adopted, would represent a fundamental change to the existing revenue metering and settlements framework. The existing framework is based on individual “defined meter points (DMPs)” and delivery points with an associated registered wholesale meter (RWM) that is at the DMP or downstream of the DMP. The market participant proposal would have a single RWM and delivery point upstream of many DMPs.
The goal is to examine opportunities to enable market participants to provide effective metering installations with reduced costs and challenges in specific circumstances. Objectives are to gather stakeholder feedback on how market participants are impacted by the proposed changes and to present the feedback to the Technical Panel to assist them in their development of market rule amendment recommendations to the IESO Board.
