Emergency Demand Response Program

The Emergency Demand Response Program (EDRP) is an emergency demand response measure that can be implemented by the control room in order to mitigate the impact of energy shortages in Ontario. During emergency conditions, it is the final control action implemented by the IESO before activating rotational load shedding.

EDRP is a voluntary program in which participants agree to curtail their load upon request by the IESO. In other words, load curtailment in EDRP is triggered by IESO reliability concerns, rather than market price signals.

Compensation received by EDRP participants is based on contract rates, which reflect costs incurred as a result of their load reduction. EDRP participants are not required to shed load when called upon—all actions are voluntary. It should be noted that EDRP has only been activated once, in September 2003.
