Two out-of-date references were updated. See yellow highlighted text on Reference page.The Ontario Power Authority (OPA) is implementing a contractual load reduction program for participants that can provide an
initial minimum demand response (DR) capability as identified within the Program Rules. DR3 has been designed to provide the OPA with additional contractual DR capability to alleviate general and localized electricity supply constraints on the IESO-controlled grid. The IESO will be utilized for the purposes of dispatch, settlement, measurement and verification.
The charge types listed below facilitate the settlement of the DR3 program. This baseline includes a change to DR3 Charge Types (CT) equation CT 1342 and 1344. A redundant factor and corresponding description was removed from the 'Availability Set-Off (Low Confirmation)' formula.
There is no impact on participants.

Revised to clarify that a 'Notice of Dispute' must be submitted to commence good faith negotiations and again to commence mediation and/or arbitration. The obligation to undertake good faith negotiations currently found in Chapter 3, section 2.4.1 of the market rule will apply to all disputes. Currently, section 2.4.3 exempts specific types of disputes from the requirement to negotiate in good faith and section 2.5.1A imposes a limitation period of 20 business days for the filing of a notice of dispute for those claims. The combined effect of these two restrictions is to limit the time available for the parties to engage in any meaningful negotiations at the outset of the proceeding. The procedure is being revised to include a minimum 30-day window for good faith negotiations for all disputes under the market rules and to provide details of how to initiate good faith negotiations. MPs will have to prepare for good faith negotiations for all disputes.

Section 1.6.3.1 - Aligned the OPG Rebate amount payable by OPG with amendments to Schedule B of IESO's licence as per the Order in Council No. 137/2008 effective May 7, 2008. This document is changing to remove the notification that as of April 1, 2008,
directly connected consumers are no longer eligible for Regulated Price Plan (RPP) rates as a result of recent amendments to Ontario Regulation 95/05.
Also removed references to Form 1535, 1556, 1564, 1598 as the data formerly submitted on these forms will now be submitted via the IESO Portal. Participants may need to update their own documentation and assess their processes.

The IESO has revised the queue allocation principles and the rights associated with the queue position in the CAA procedure. These changes align the market manual with the current process, which has reduced the number of unnecessary or repeated studies and, therefore, has reduced the time and cost for proponents, transmitters and the IESO. Secondly,references to project milestones and the associated proponents' obligations are being added to the market manual based on suggestions previously submitted by stakeholders. Finally, various other CAA process details are being clarified within the market manual to align it to the current process. Due to the number of changes in this document participants should refer to the table of changes in the document.
