Global Adjustment

The Global Adjustment (GA) is the difference between the total payments made to certain contracted or regulated generators/demand management projects, and market revenues.

The Total GA is calculated each month by taking into account the following components:

  • GA-OEFC-NUG - Contracts for generators including non-utility generators (NUG) administered by the Ontario Electricity Financial Corporation,
  • GA-OPG - OPG's nuclear and baseload hydroelectric generation,
  • GA-OPA - OPA contracts with generators and suppliers of conservation services.

The GA is applied to the settlement statement for the last trade day as either a credit or a charge to those participants withdrawing energy from the IESO-controlled grid (excluding exports).

Three estimates of the Global Adjustment will be available for LDC billing each month. Because these values can be used for distributor billing the amounts in the table below are positive. A positive value means distributors will charge this rate to their customers. The 1st Estimate is normally published on the last business day of the month, for the next month (e.g. the 1st Estimate for February will be published on January 31). The 2nd Estimate is published at the end of the month on the last business day (e.g. the 2nd Estimate for February will be posted on February 28).The final Global Adjustment rate as well as the total dollar amount and other related information is published at the middle of the following month (e.g. the final February rate will be posted around March 15).

The values below represent what the IESO will use for settlement purposes. A negative value denotes a charge to IESO customers.

Depending on the type of customer, the Global Adjustment shows up on bills in different ways:

  • Regulated Price Plan (RPP) Customers (i.e. residential and small business)
    Regulated Price Plan (RPP) customers pay a fixed price for electricity and the Global Adjustment amounts are included in the RPP rate set by the Ontario Energy Board.

  • Retail Contract Customers
    Customers who have a retail contract pay the contract price for their electricity plus the Global Adjustment. This applies to all customers with retail contract regardless of the size of customer.

  • Businesses or Organizations with Peak Demand Over 50 kW and Under 5 MW (i.e. businesses who pay the market price for electricity)
    The Global Adjustment monthly rate is charged to businesses and organizations with peak demand over 50 kW and under 5 MW who do not have a retail contract.

  • Businesses or Organizations with Peak Demand Over 5 MW  (Class A)
    Starting January 1, 2011 customers with an average peak demand over 5 MW will pay a portion of the monthly Global Adjustment total based on the percent they contribute to Ontario’s five highest demand peaks in the previous year. Prior to January 1, 2011 the Global Adjustment was called Provincial Benefit on bills for customers served by local distribution companies (LDCs).
